Safiye Cagar, a former career diplomat, joined the UN system in 1988.  She held senior level positions at UNICEF, UNDP, and UNWRA before joining UNFPA in 2002 as its Director in Geneva.  In 2004,  Safiye became the Director of Information, External Relations and Executive Board and Resource Mobilization Division in New York.  She also managed 5 liaison offices of UNFPA based in Geneva, Brussels, Copenhagen, Tokyo and Washington DC. Safiye holds a BA from Montclair University and a MA and PhD (course work completed) from Columbia University.  Safiye was born in Turkey and grew up in the United States.
